Citali is a blind traveler who seems to see more than others expect.

It kinda makes more sense for BLue to be the 'Chosen One'.

Hmmm...

It makes more sense because he'll be more torn between things due to emotions. This would probably make a better story. Citali, on the other hand, seems to already have chosen her place. She has no ties, and that would make it harder to have a good story. However, Citali could be an influential person to Blue. I also think it would be more appealing for Blue to be chosen. It may also be interesting if Blue has no clue about being chosen, but Citali and Kestrel do.

But that's just my opinion.

Well, nobody knows yet exept Kestrel, but maybe Citali works out Utilli's prophecy? That would mean she would have to be present when giving it...
